These games have been put on the index by the German Bundesprüfstelle für jugendgefährdende Medien. This does not mean that they are banned, but that they are treated similar to pornography: They may not be sold, advertised or displayed to persons under 18 years of age. Whether reviews are included in advertising is not 100% clear, but most publishers prefer to err on the side of safety. Indexing lasts for 25 years only, then it expires unless it is renewed in a new process. The date in the leftmost column shows when the indexing was published.
The only games in this table that have actually been banned, i.e. confiscated, are Wolfenstein 3D (DOS and Jaguar versions) and Mortyr: 20931944. This was not due to violence, but due to the German law (StGB §86a) making the display of symbols of anti-constitutional groups illegal. When a game has been confiscated, selling it becomes illegal, though owning and playing it does not.

Previous to Manhunt, the Mortal Kombat series were the only games confiscated not because of §§86a/130/130a (displaying symbols of anti-constitutional groups resp. inciting hatred against groups of people), but because of §131 (glorifying violence).
