A Columns variant with numbers, 1994, Windows 3.1. This game is from Japan.
What computer or emulator will it run on?
A 386 with 4MB RAM and Windows 3.1. If you have a screen resolution of at least 800×600, you will get a Pause button.

In this interesting Tetris variant (which is closer to Columns than the original Tetris), instead of blocks there are single numbers falling down. As soon as at least three of them form a logical chain, they blink red, turn into those little green baloons and vanish. Numbers form a logical chain if they are equal or increase in equal increments: 0-0-0 or 2-4-8 or 1-5-9 for example.

Technically, NumLis is a bit weird. It seems to be created for a 800×600, hi-color desktop, though it uses only eight colors. But two of them are outside the standard Windows palette and therefore become dithered on anything below hi-color. And the window is uncommonly long, at least 488 pixels, if it has space enough, it will even be 566 pixels long and have a big PAUSE button at the bottom. So your screen resolution influences the gameplay features!
