"RPG Tsukuru 2003" is RPG Tsukuru which customized "RPG Tsukuru 2000" which has gained popularity in the side view form which demand of a battle system at a base had, and was strengthened also about various event commands or the function in it. If I have you think as basic type "2000" and "2003" of an arrangement version, I will think that it is intelligible.

RPG Maker 2003 was released by Enterbrain—now no more a subsidiary of ASCII, but an independent company—on 2002-12-18. It is more or less an upgrade to RPG Maker 2000, and to a certain degree backwards compatible, part of which was lost in the various translations. You can import RM2k games into RM2k3. As soon as you edit them in any way however, they will run no more under the old program.

The main new feature of RPG Maker 2003 is a Final Fantasy-type, side-view, action turn based battle system, which, by the way, is a nuisance to configure, awkward to look at, and less fun to play than the much-scolded front view system of the older makers. The rest is more or less patch stuff: higher values for variables, 100 instead of 50 levels.
