A multimedia showcase of video and audio technology, SimCity Enhanced CD-ROM lets you see, hear and feel the action as you design and build the city of your dreams. With full motion video, digitized speech and a talented cast of actors, your cities and the SimCitizens that dwell in them come to life. Do well by your people and they'll give you their hardy thanks. Mess up, and you'll watch as natural disasters, crime and poor planning destroy your creation.

Live actors and full motion video in a strategy game—ouch, or so I thought at first when I first read this. But then, SimCity was never really meant to be a strategy game. It was not even meant to be a game, Will Wright often referred to it as a toy. It is a simulation, and getting visual feedback for your decisions is an important part of it.

Note: The readme doesn't state a minimum CPU class or speed, but the game needs 4MB RAM, 2MB of which have to be configured as EMS. That would usually rule out anything below a 386. However, the FreeDOS team have developed an EMS manager for 286 CPUs, EMM286. I have not tested the game in this configuration.
