Essentially SimCopter is a flight sim that uses imported SimCity 2000 cities as landscapes. That's all there is to it in free mode; in career mode, it is a business sim as well. You start with a small weak helicopter, do various police and ambulance missions, and buy a better machine with the profit.
Originally, SimCopter did not support any 3D hardware acceleration, but a later patch (1.02) added support for 3Dfx Voodoo cards. From what I've read, this support was not very good. Streets of SimCity, which used a modified version of the same engine, had this support from the start.
