When Chuck Sommerville started working on Chip's Challenge, he called it Tile World, so it is an appropriate title for a replacement engine for this game, which is exactly what Tile World is. It was originally meant for Linux, but Windows binaries were available from the beginning. If you do not have the Windows version of Chip's Challenge, and thus the chips.dat file, you can play a vast number of fan created levels.
