1997 was the year Windows 95 really established itself as a game platform. Many developers already experiment with hi-color. But a few remain faithful to their old tools.

These games are entirely unproblematic. Any computer with Windows 3.1 will do, there still should be a lot around. You won't have to make any modifications. A sound card is hardly necessary, since very few of these games have any sound at all. Harddrive space will not be an issue, since these games are very small. I play them on my IBM PS/2 9557.
A notable exception on both counts is the 1996 re-release of SimCity for Windows, which has sound and music that is best played with a wavetable device, takes up more than 3MB harddrive space and thus is more similar to the games with 256 colors.
