Project Charter (or Contract) – what it is?

The Project Charter (or The Contract) authorizes/entitles the Project Manager to apply organizational (or other) resources to the project.
This document is normally issued by the Contract Owner (Contract Manager) and defines the mission of the project for the Project manager.

The Project charter exists on its own as a separate document, and it always shall be mandatory to include this document as part of the project documentation.

If the Project Manager is going to be responsible/accountable for the total scope of the contract, he can decide to use the Contract itself as the Project Charter. On some occasions however, it might be necessary to write a separate Project Charter if the contract includes (earlier) agreements, which the project manager can not be accountable for.
For that reason, the approval/agreement from both sides (Project Manager and Contract Owner/Manager) shall also be mandatory (e.g. Sign Off).
