Is It A Project?

Is is often the reason for hard core discussions if the realization of some orders are to be called projects, task-forces or simply orders. People tend to call everything the project regardless of the well known criteria or definition of the term "project" - simply to get rid of the discussion!

The decision on that question has already to be done before the order or even the proposal has been prepared!

During the Bid (or even pre-bid) phase some best practice will use the Risk Assessment Method to determine the parameters of the future proposal or contract.
At that point the Bid Manager is being assigned at first and the decision is being made upon the method of processing the future order.
At this and only at this point in the lifetime of the proposal the decision on "if it is a project" shall be made.
